About the role

The Airport Deputy Director of Finance and Administration directs and manages the Airport's general ledger, accounts payable, accounts receivable, payroll coordination, grant compliance, financial forecasting, debt management, and the preparation of the Airport's annual operating and capital improvement budgets. This position oversees annual financial and operational audits, ensures compliance with federal, state, local, FAA, and City financial regulations, and develops fiscal policies and long-range financial strategies. The incumbent establishes relationships with government agencies, airlines, tenants, financial institutions, and other stakeholders regarding the Airport's financial affairs.

The Deputy Director also directs the Airport Properties financial function, providing executive oversight of fiscal matters related to leases, concessions, revenues, and financial agreements. This role works closely with the Airport's Program Management Team to monitor project expenditures, track capital improvement costs, and ensure public funds are expended efficiently. The position provides financial oversight for large-scale capital construction projects and serves as the primary financial representative for bond financing activities and debt issuance transactions.

Employees assigned to St. Louis Lambert International Airport may be eligible for a commuting allowance of $180.00 bi-weekly.

Responsibilities

  • Provides oversight of the Office of Business Opportunities, promoting small business enterprises.
  • Applies financial and business principles related to Airport management, including contract management, concessions, lease practices, bidding, and procurement.
  • Uses knowledge of FAA laws, regulations, and procedures pertaining to FAA grants.
  • Applies principles of bond financing, cash flow, and auditing.
  • Uses knowledge of government accounting, budgeting, and capital planning.
  • Understands information technology and applications with emphasis on management reporting and analysis.
  • Deals tactfully and effectively with government officials, City departments, airline representatives, airport tenants, and the public.
  • Directs the activities of Airport Authority employees and service providers engaged in financial and business activities.
  • Coordinates and develops effective working relationships with other members of Airport management staff.
  • Analyzes strategically and develops broad-based courses of action.
  • Develops long-range financial plans and strategies for the operation and development of the Airport.
  • Coordinates with the Office of the Comptroller, municipal advisors, bond counsel, underwriters, and financial consultants throughout the bond issuance process.
  • Prepares financial documentation, assists with bond disclosures, coordinates credit rating presentations, and supports activities to obtain and maintain favorable bond ratings.

Requirements

  • A Bachelor’s degree in Accounting, Finance, Business Administration, or a directly related field; plus seven years of finance and administration experience managing the fiscal operations of a major organization. OR an equivalent combination of education, training, and experience.
  • Qualifying experience must include managing accounting, budgeting, auditing, and contract matters.
  • Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must present a valid driver's license at the time of filing the application.

Preferences

  • A Master’s degree in Accounting, Finance, Business Administration, or a closely related field.
  • Licensure as a Certified Public Accountant (CPA).
  • Fiscal experience in the aviation industry or public sector.

Skills

  • Data Utilization: Ability to perform mid to upper-level data analysis, coordinate, strategize, and correlate data, and implement decisions based on analysis.
  • Human Interaction: Ability to manage and direct a large group of employees, including first-line supervisors.
  • Equipment Use: Ability to operate personal computers, two-way radios, and other job-related tools.
  • Verbal Aptitude: Ability to utilize reference, descriptive, and advisory data such as logs, statistics, plans, appraisals, agreements, and correspondence.
  • Mathematical Aptitude: Ability to perform arithmetic operations, calculate percentages, decimals, and apply principles of descriptive statistics (e.g., cost-benefit ratios, return on investment, debt-to-equity ratios).
  • Functional Reasoning: Ability to apply principles of logical synthesis for planning and directing interrelated activities or multiple departments, and to deal with concrete and abstract variables.
  • Situational Reasoning: Ability to exercise judgment, decisiveness, and creativity in directing, controlling, and planning entire programs.

Working Conditions

  • Environmental Factors: Work is normally performed in an office environment with minimal risk of injury.
  • Physical Requirements: Tasks involve light physical effort, such as lifting, carrying, pushing, or pulling objects weighing 5 to 10 pounds. May involve extended periods at a keyboard or workstation.
  • Sensory Requirements: Ability to recognize similarities or differences in colors, shapes, and sounds, and to distinguish objects clearly at close range (e.g., line-item budgets).

Qualifications

  • A ten-year background investigation will be conducted in accordance with FAA regulations for positions at St. Louis Lambert International Airport.
  • Applicants may be subject to a pass/fail background investigation and medical examination.
  • Documentation of academic credentials must be submitted upon request.
  • Veterans may submit a DD 214 Certificate of Release or Discharge from Active Duty for preference points.
  • City residents who pass the examination may receive a five-point preference (or six points if they receive another preference).

Pay

$114,114 - $171,158 annually
