Air Permit Writer

About the role

This position primarily reviews routine permit applications and permit-related operation and design submittals for applicability and completeness.

Responsibilities

• Evaluating air pollution control technologies
• Developing engineering calculations and writing enforceable permits for issuance in a timely manner, which are technically and procedurally accurate in accordance with applicable laws, regulations, written policies, and procedures
• Providing recommendations and support for approval of plans, specifications and other value engineering documents
• Providing technical support for permit-related compliance and enforcement actions by working with stakeholders (applicants, DEQ Compliance and Enforcement staff, and the public) to resolve issues efficiently, openly, fairly and consistently

Qualifications

• Knowledge of chemical, mechanical, environmental, or civil engineering principles and practices gained through education and/or work experience and ability to apply this knowledge in evaluating permit applications and drafting enforceable, legally defensible permits
• Knowledge of environmental law and ability to read, interpret and properly apply complex policies, guidelines and regulations
• Knowledge of industrial processes and operations
• Ability to read, understand and evaluate complex permit applications and engineering analyses, permits and related correspondence
• Ability to plan and work in a team environment using strong interpersonal skills
• Ability to communicate effectively, both verbally and in writing
• Knowledge, skills and abilities in project management and personal computer operations (including word processing, spreadsheets and database management)
• Must be sensitive to public attitudes and concerns while effectively carrying out the agency mission
• Other technical competencies may include chemistry, statistics, environmental modeling, and air pollution control
• A combination of education/coursework, training and/or experience in engineering and/or physical science demonstrating an equivalent technical background

It is responsible for administering laws and regulations related to air quality, water quality, water supply, renewable energy, and land protection. Through the dedication and work of over 800 employees across six regional offices and the Central Office in Richmond, DEQ issues permits, conducts monitoring and inspections, and enforces the law.

Pay

The hiring range for this position is $59,754-$84,913.
