About the role

The Third-Party Development Lead is responsible for negotiating and preparing third-party design and/or construction phase agreements to perform construction-related activities on, over, under, or adjacent to company-owned and/or company-controlled property. Track agreement requests and manage agreement database(s) that tracks types of agreements, projects, and work locations. Coordinate force account resources in support of agreement requests, design review durations/commitments, and insurance requirements with internal departments relative to the design and construction phase agreements for third-party projects.

Responsibilities

  • Collaborate with Engineering, Operations, Law, Environmental, Finance, Risk Management, Real Estate, and Planning Departments in support of third-party agreements and maintain a database of agreements to analyze data in support of external requests for agreements information.
  • Work with Amtrak Law and Engineering to initiate and execute agreements in support of design and construction-related activities to ensure they are coordinated with appropriate internal departments and executed in accordance with corporate procedures.
  • Initiate the preparation of design and construction estimates for design review services and construction-related activities required in close coordination with Project Controls and Engineering Services teams to support development of outside/third-party project agreements.
  • Evaluate progress of agreements, forecast completion, scope, schedule, and budget, to identify issues that may affect deadlines and future planning.

Requirements

  • Bachelor’s Degree required or equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.
  • 8+ years of relevant experience preferred; 6 years of prior relevant experience required.

Skills

  • Skilled in interfacing directly with external entities, such as private companies, local, state, federal, freight, and commuter agencies.
  • Expertise in project development, planning, and project management.
  • Proficient in Microsoft Office products (Word, Excel, PowerPoint, and SharePoint) with a focus on Excel.
  • Ability to effectively manage a high volume of multiple concurrent outside/third-party reimbursable projects.
  • Knowledge of other third-party agreements and permits.
  • Ability to build relationships across various teams at Amtrak.

Environmental Conditions/Physical Demands

  • Position will work onsite in Philadelphia office 4 days/week.
  • Some local/regional travel may be required.

Pay

The salary/hourly range is $94,300.00 – $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
