Agency Safety and Health Representative 1 (NY HELPS) - Region 7
About the Role
Working under the direction of the Regional Safety and Health Representative 2, this position ensures compliance with safety regulations and promotes a safe working environment across regional facilities.
Responsibilities
- Inspect Regional buildings and structures to ensure compliance with NYS Uniform Fire Prevention and Building Code.
- Conduct safety inspections of all regional facilities, prepare reports of findings, and recommend corrective action.
- Play an active role in routinely scheduled tailgate and safety meetings, as well as the Region's Fall and Spring Safety meetings, in coordination with Resident Engineers and Group Directors.
- Provide CPR/First Aid and facilitate mandated training related to employee safety and health to ensure timely compliance.
- Administer OSHA hearing and respiratory protection programs.
- Investigate highway, vehicle, and equipment crashes; collect, compile, and analyze crash data; prepare verbal and written reports.
- Maintain a thorough knowledge of work zone traffic control, Regional Safety policies, rules, and procedures.
- Coordinate safety recognition awards.
- Obtain and maintain a New York State Code Enforcement Officer's certificate within one year of appointment.
- Utilize Microsoft software applications (Word, PowerPoint, Excel) and safety programs for tracking, maintaining crash/injury data, training, and other data.
- Serve a role within the Incident Command System to support the Department's response to regional and statewide emergency situations.
- Travel throughout the Region and within the State as required.
Requirements
At the time of appointment and continuously thereafter, candidates must demonstrate their ability to meet travel requirements either by possessing a valid New York State driver's license or access to reliable transportation. Use of a personal vehicle may be required for work-related purposes, with reimbursement provided in accordance with NYS OSC requirements.
Candidates must obtain and maintain a New York State Code Enforcement Officer's certificate within one year of appointment. Upon appointment, employees must successfully complete six code courses as required by the NYS Department of State; failure to do so will result in termination.
Qualifications
Promotional: To be considered for appointment through NY HELPS or 55 b/c, candidates must meet the open competitive minimum qualifications for this position:
- One year of permanent competitive or non-competitive (including 55-b/55-c) service in a position allocated to Grade 8 or higher.
- AND one of the following:
- One year of experience in occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention, construction safety, or building design relating to fire codes.
- 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention, construction safety, or building design relating to fire codes.
- Successful completion of NYS Firefighter 1 certification.
Note: Experience related to firefighting (paid and volunteer) is NOT qualifying.
Open Competitive: Candidates must meet one of the following:
- Four years of experience in occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention, or building design relating to fire codes.
- 30 semester college credits in the fields listed above AND three years of experience as described above.
Candidates must include with their application a list of qualifying courses, showing the name of each course, number of credits, the date(s) of course completion, and the college or university where the education was received.
Note: Experience related to firefighting (paid and volunteer) is NOT qualifying.
Candidates may also qualify for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional Information
Applicants must be currently authorized to work in the United States on a full-time basis. Required educational credentials must be awarded by an educational institution accredited by a regional, national, or specialized agency recognized by the U.S. Department of Education/Secretary of Education. If awarded outside the U.S. and its territories, independent verification of equivalency is required.
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment. Employees hired under NY HELPS will later have their status converted to competitive, affording the same rights and privileges as other competitive class employees of New York State.
