Responsibilities

  • Work with the Director to design and implement research and strategy frameworks, including equity-centered co-design processes, to inform CFWB processes, programs, and policies
  • Update and maintain strategic planning processes and materials for the Strategy and Research team to effectively provide structured support to CFWB teams
  • Manage the day-to-day workflows of 4 to 6 multi-stakeholder projects at a time, in alignment with a culture of psychological safety, trust, and values of equity, growth, and innovation
  • Conduct timely and consistent communication with project stakeholders to ensure alignment in project progress, roles and responsibilities, timelines, and shared understanding of project goals
  • Develop and facilitate use of management tools to support CFWB teams, including work plans, Gantt charts, standard operating procedures, surveys, data trackers, and implementation tools
  • Conduct literature reviews and use quantitative and qualitative methods to collect information/data that inform CFWB strategies, policies, and approaches
  • Translate information collected from diverse sources into insights that inform the development of journey maps, program or product requirements, implementation plans, or memos
  • Guide multi-stakeholder teams through equity-centered strategic project management, research, and/or co-design processes to creatively solve challenges in complex systems that support children and families in NYC
  • Plan and facilitate effective written and oral communication with internal and external stakeholders regarding the Strategy and Research team’s portfolio of work

Requirements

  • Master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health
  • Doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization
  • Master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization
  • Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above

Qualifications

Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above.

Skills

  • Demonstrated experience supervising diverse teams and promoting a safe and supportive environment where staff can grow professionally, voice concerns, and learn from mistakes
  • Experience with NYC human/social service program fiscal policies and budget management functions, including familiarity with city contracting and invoicing systems

Minimum Qualifications For Assignment Level I (only physical, biological and environmental sciences and public health)

A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization;
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization;
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above.

Note Probationary Period Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

  • Master’s degree in the social sciences, including social work, public health, public administration or policy, etc.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
