About the role

Perform complex day-to-day administrative and litigation support activities in support of customer’s Department Counsel and Hearing Office Division(s). Work independently with minimal guidance to complete tasks including archiving, retrieval, database inputs, report generation, and handling both classified and unclassified case files. Research, locate, and deliver requested cases to Administrative Judges, Attorneys, and adjudicators.

Responsibilities

  • In-process 35–150 new case files per month and enter information into the DOHA Hearing Office Case Tracking System (ISCR/ADP clearance cases, military and civilian clearance cases, HSPD-12, TRICARE appeals, Special Education Due Process hearings).
  • Assist judges at all stages of due process hearings or written record cases; produce error-free work including notices of hearings, scheduling communications, room reservations, VTC/online video setup and troubleshooting, database management, final decision preparation, correspondence, redacted decision filing, and Section 508-compliant electronic decision publication.
  • Prepare and assign 35–150 draft Statement of Reasons (SORs) per month for ISCR/ADP clearance cases to Department Counsel staff and enter assignments into the DOHA case tracking system.
  • Prepare and assign 35–100 military/civilian appeal cases per month to Department Counsel attorneys, enter assignments into the DOHA case tracking system, and forward appeal cases to the DOHA Hearing Office.
  • In-process 25–150 SOR answers per month and update the DOHA case tracking system.
  • In-process industrial security clearance cases (ISCR), contractor trustworthiness (ADP), ISCR/ADP reapplication cases; draft and mail correspondence to FSOs, applicants, and agencies; update the DOHA case tracking system and suspense for follow-up; ensure case file completeness prior to submission to attorneys.
  • Copy, collate, and file hearing and administrative determination exhibits and packages.
  • Monitor and action DISS Appeals tasks and DISS CATS cases and notifications; make entries in DISS, the DOHA Database, and other personnel security-related databases; review and pull relevant documents for attorneys and judges as needed.
  • Read and analyze reports for adjudication to determine investigative scope against DOHA standards; prepare memoranda of findings and correspondence; make appropriate database entries using DISS and the DOHA web-based case tracking system.
  • Respond verbally or in writing to inquiries about case status in accordance with security and privacy requirements; ensure responses align with DOHA procedures and national security posture.
  • Summarize case documentation/files; manage related filing, mailing, and tracking in applicable case-tracking systems.
  • Support attorneys in all stages of due process interrogatories, hearing, or written case record file preparation.
  • Exercise independent judgment to identify problems and proactively recommend solutions; perform work with limited supervision while adhering to DoD Directive 5220.6 and other applicable regulations.
  • Handle sensitive information, credit reports, derogatory information, and personally identifiable information with no errors; ensure all work products reflect a clear understanding of Department Counsel’s mission and applicable guidelines.

Requirements

  • Mastery of English language including spelling, composition, and grammar.
  • Detailed knowledge of personnel security administrative litigation processes under DoD Directive 5220.6 and other applicable security clearance regulations.
  • Proficiency in safeguarding and handling PII and other highly sensitive information in accordance with the Freedom of Information Act and Privacy Act.
  • Experience and proficiency using the Defense Information System for Security (DISS) and other personnel security-related databases.
  • Ability to plan, schedule, and conduct projects of varying complexity; identify issues and recommend resolutions.
  • Familiarity with DoD Directive 5220.6 and the Defense Industrial Personnel Security Clearance Review Program.
  • Ability to interpret and apply agency requirements to protect deliberative process and adhere to Privacy Act requirements.
