About the role

Provides confidential administrative and financial support to the County Administrator and the Administration Department. Performs complex tasks relating to personnel, County policies, benefits, insurances, and accounting. Coordinates office operations and serves as a key contact for employees, departments, insurers, and the public.

Responsibilities

  • Acts as confidential secretary to the Administrator, including preparing correspondence involving the County Administration Department, collective bargaining, grievance handling, litigation, public relations, job descriptions, policies, and procedures.
  • Acts as receptionist for Administration, greets the public, schedules appointments, and answers telephones.
  • Handles routine questions from the public and various departments, directing inquiries to the proper office or person.
  • Manages departmental vouchers, deposits, and credit card processing.
  • Administers Waushara County’s workers compensation program, gathering information from employees and department heads and serving as the main point of contact.
  • Coordinates property and liability coverage for the County, serving as the main point of contact between the County and its insurers.
  • Reviews and submits loss reports and bills for auto insurance claims for all County departments.
  • Handles Health Reimbursement Accounts (HRA) documentation and annual reconciliation.
  • Assists with the employee wellness program, including scheduling health risk assessments, managing the Health Coach contract, and determining annual Health Savings Account (HSA) contributions for employees.
  • Participates as a member of the negotiations team for union contracts.
  • Prepares payroll budget worksheets for the annual budget process.
  • Assists the Finance Director as needed and serves as backup for essential functions such as accounts payable, accounts receivable, and general ledger.
  • Serves as backup to the HR Specialist for employee onboarding and leave administration.
  • Processes unemployment compensation paperwork and claims, and represents the County in unemployment compensation hearings when required.
  • Coordinates employee-wide events and assists with employee communications, including the creation of an employee newsletter.
  • Performs all other duties as assigned.

Requirements

  • Associate degree in business administration, human resources, accounting, or other relevant field of study.
  • Four to six years of experience in an administrative role in an office setting.

Skills

  • Knowledge of typing, word processing, calculators, phone systems, office practices, record keeping, finance/accounting/payroll, human resources, insurances, and State Statutes.
  • Knowledge of County computer systems network and internet access.
  • Proficiency in software associated with County computer systems, including Microsoft Office Suite, SharePoint, and Outlook Calendar.
  • Ability to handle administrative details accurately and efficiently, deal with a variety of people (including department heads and the public), and build confidence and respect for the department.
  • Skill in meeting deadlines, working accurately, planning and organizing work, communicating clearly on a variety of matters, and maintaining confidentiality.

Responsibility and Authority

  • Handles all secretarial functions related to overall County Administration and personnel matters confidentially.
  • Authority to run the office in the absence of the Administrator.
  • Authority to coordinate scheduling of fill-in staff.
  • Maintains regular and predictable attendance.
  • Promotes and works in a harmonious relationship with others, including outside agencies and other County Departments.
  • Able to perform duties, follow policies, and procedures independently without direct supervision.

Working Conditions

  • Normal office conditions, primarily sedentary with exposure to VDT screens.
  • Some standing, bending, and minimal lifting.
  • Repetitive motion related to computer work.
  • Regular communication with the public and employees.
