ADA Ramps by Request Program Manager (Coordinator III - CPPW)
Full-time position located at 1120 SW 5th Ave, Portland, OR 97204. Union represented by City of Portland Professional Workers (CPPW). This position may be eligible for Language Pay Differential for qualifying employees.
About the Role
The Program Manager for the Ramps by Request Program oversees the full lifecycle of community-submitted requests, including intake, eligibility assessment, coordination, project completion, and ensuring efficient delivery and alignment with program objectives within the broader ADA Curb Ramp Program.
Responsibilities
- Provide program oversight and delivery of the Ramps by Request (RBR) initiative.
- Ensure the city aligns with the CREEC Settlement Agreement by evaluating requests.
- Identify improper evaluations and approvals that could lead to fiscal mismanagement or programmatic misalignment, resulting in violations of the CREEC Settlement Agreement.
- Oversee, evaluate, and identify ineffective processes or areas for improvement.
- Create and deliver reports to bureau and city leadership based on analysis.
- Assist in enforcing codes, ordinances, rules, and regulations; report issues to appropriate personnel.
- Collaborate with bureaus in the Public Works Service Area (PWSA) to implement process improvements and changes.
Qualifications

- Experience managing programs and projects through the full lifecycle, including developing and overseeing scope, schedules, budgets, risks, and deliverables.
- Experience building collaborative relationships and engaging diverse stakeholders, including leadership, project teams, technical staff, community members, consultants, contractors, and partner agencies to achieve shared objectives.
- Experience developing reports, presentations, and written communications that clearly convey complex technical or program information to a variety of audiences.
- Experience monitoring project performance, managing risks and changes, and communicating project status, issues, and recommendations to leadership and stakeholders.
- Possession of a valid driver’s license and acceptable driving record at the time of hire.
Preferred Skills
- Three years of project or program management experience, including budget, scope, schedule, risk, and change management.
- PMP Certification.

About the Division
The ADA Curb Ramp Division is part of the Engineering group within the Portland Bureau of Transportation and plays a key role in advancing accessibility throughout Portland. The team conducts scopes, designs, and inspections of accessible routes in the City of Portland to ensure compliance with federal accessibility standards.

Monday – Friday, 8:00 am – 5:00 pm. An alternate schedule may be available.
