Acquisitions Management Support Analyst
About the role
The Acquisitions Management Consultant provides post-award acquisition and financial project management advisory support to the U.S. Census Bureau (USCB), a leading source of quality data about the nation's people and economy. This role supports the USCB's mission by ensuring secure, timely, and reliable integrated technology services and solutions.
Responsibilities
Manage contract administration for several multi-million dollar contracts, orders, and Blanket Purchase Agreements (BPAs).
Proactively anticipate upcoming contractual and financial actions required across contracts by leveraging understanding of federal acquisitions and advise clients on next steps and timelines.
Evaluate and monitor project performance and advise government personnel of the necessity for modifications or extensions of contracts and compliance with contractual obligations.
Advises Contracting Officers' Representatives (CORs) on needed contract modifications (e.g., administrative, funding, change order or updates to terms & conditions), coordinates modification packages, and develops all associated required documents such as Justifications, Determinations, funding documentation, modified contracts, cost-analysis documentation, and more.
Provides and implements recommendations related to post-award contract administration based on experience and industry best practices.
Reviews and processes monthly invoices and related deliverables.
Performs market research and cost reasonableness assessments.
Develops and communicates cost evaluation tools and reports for monitoring and controlling department funds and purchases.
Tracks, manages, and advises on all aspects of contract financials, including portfolio funding, project needs, and highlights and explains variances.
Develops, projects, and monitors burn rates through appropriate periods of performance and leverages information to make recommendations to clients for action.
Contributes to monthly financial reports and reporting of findings.
Identifies areas for process improvement, standardization, and risk minimization at the individual contract, order, or BPA level or across the organization and shares with Avantus Program Manager or clients.
Contributes to or leads the development of Post-Award training materials, Standard Operating Procedures (SOPs), and other guides that can be leveraged by ITSMO CORs to aid their job performance.
Initiates, leads, or supports meetings and requirements sessions.
Initiates and leads weekly meetings with ITSMO Contracting Officer's Representatives (CORs).
Organizes and works with COR to prepare for and lead regular ITSMO client engagements.
Meets regularly with vendors to resolve discrepancies on invoices and deliverables.
Affords assistance with planning, organizing, and facilitating contract requirements definition, project requirements documents, and review meetings, including preparation of meeting agendas and meeting minutes, and tracking of associated issues and action items.
Requirements
Required: BA/BS Degree or equivalent 5 years of professional experience.
Power User of Microsoft Excel, Word, and PowerPoint.
Familiar with collaboration tools such as Microsoft Sharepoint, Teams, and OneDrive.
Comfortable initiating and leading one-on-one client interactions.
Experience with Federal Government contracting.
Knowledge of Federal contracting regulations.
Preferred
Advanced degree in a relevant field of study.
Certified Federal Contracts Manager (CFCM).
FAC-C, FAC-COR, FAC-P/PM or equivalent.
Experience with Information Technology (IT) Commodity or Service contracts.
