Acquisition Program Analyst - SME (BIG SAFARI) - TS/SCI
About the role
OBXtek is seeking an Acquisition Program Analyst - Subject Matter Expert - SME (BIG SAFARI) to support SAF/AQI (Acquisition Information Dominance Directorate) at Headquarters Air Force, Pentagon.
SAF/AQI serves as the Department of the Air Force’s focal point for policy, governance, and acquisition oversight related to information superiority capabilities. This position directly supports actions regarding Air Force BIG SAFARI programs in the areas of electronic warfare, signals intelligence, imagery intelligence, information operations, and foreign military sales.
Tasks and Responsibilities
- Building documentation, reviewing data, and providing impartial assessments in support of HAF budget preparation and defense, SAE oversight and decision-making activities, Program Executive Office (PEO) execution and oversight efforts of Air Force Information Dominance programs.
- Maintaining and analyzing planning, scheduling, budget, and management data.
- Studying, analyzing, and providing recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution.
- Making recommendations on the allocation of funding; establishment of program objectives, and schedules; and the formulation of program direction.
- Tracking compliance with stated program direction and identifying issues.
- Identifying and researching programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules.
- Reviewing and evaluating the impact of national, DoD, JCS, and civil government policies and activities that affect Air Force acquisition programs and capability areas.
- Maintaining historical Air Force program documentation and developing summary documents/briefings and training material.
- Preparing Planning, Programming, Budgeting and Execution (PPBE) documentation, ensuring they accurately articulate the current program, budgetary status, and strategies.
- Handling confidential and classified (Secret/TS-SCI) information, correspondence, and communications.
- Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.
Qualifications
- Active TS Clearance with SCI eligibility
- Master’s degree in a Business, Finance, or Engineering discipline
- A total of 10 years of acquisition experience in a System Program Office and/or Air Force Headquarters
- 5 years’ experience working on or directly supporting the development or operations of BIG SAFARI programs and systems
- Firm understanding of the Air Force requirements development process and the streamlined acquisition practices of the BIG SAFARI program office
- Firm understanding of the various BIG SAFARI program elements (to include NCCT and EA-37B Compass Call) and how they rapidly develop and sustain sensitive and high impact systems
- Firm understanding of the various organizations in the BIG SAFARI programs and how they rapidly develop and sustain sensitive and high impact systems
- Experience with DoD Planning, Programming, Budgeting, and Execution (PPBE) process, including development of budget documentation and familiarity with analyzing budget execution
- Proficient in all computer-based communication/office IT tools, to include the following Microsoft (MS) Office Suite - Word, Power Point, SharePoint, Excel, TEAMS; Adobe (both reader and Pro)
- Proficient in learning new software/office IT tools as needed in a timely manner
- Proficient in public speaking capable of delivering briefs, speaking in meetings in person and online, and giving presentations
Work Experience Substitutions
- 12 years of relevant work experience may be substituted for a MA/MS degree
- BA/BS degree plus 8 years of relevant work experience may be substituted for a MA/MS degree

- Ability to move or traverse throughout a large, secure facility and between multiple work areas
- Ability to perform repetitive motions with hands, wrists and fingers
- Ability to sit for prolonged periods at a desk and working on a computer
