About the Role

Responsibilities

  • Demonstrate understanding of DoD acquisition processes, analytical methods, and techniques to gather, analyze, and evaluate information for USG acquisition effectiveness and compliance.
  • Support key acquisition events and reviews, including System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Test Readiness Reviews (TRR), Technical Coordination Meetings (TCM), Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), and Production Readiness Reviews (PRR).
  • Apply understanding of contracting policies and processes to analyze requirements and assist in developing solutions for pre-award and post-award situations.
  • Assist with establishing and maintaining databases, developing and analyzing key program metrics, and integrating risk management plans and strategies.
  • Support program briefings, determine program progress, and communicate recommendations to higher management.
  • Assist in organizing and managing critical aspects of program development, production, deployment, and sustainment.
  • Apply understanding of DoD and AF program/project analysis to support planning, organizing, and presenting assessments of program/project activity management.
  • Evaluate implications of existing or proposed projects, programs, processes, and policies/laws, and recommend improvements.
  • Support the development, review, and approval processes for requirements documents and the Joint Capabilities Integration and Development System (JCIDS).
  • Assist in translating user requirements documents (e.g., Capability Development Document (CDD), Capability Production Document (CPD), Concept of Operations (CONOPS)) into Request for Proposal (RFP) documentation.
  • Support USG implementation of policies, processes, and tools for capability planning and development.
  • Assist in developing and implementing capability-based planning processes for AFMC and reviewing capability requirements.
  • Perform material solution analyses leading up to design reviews.
  • Assist in intelligence information and infrastructure to ensure cross-enterprise capabilities planning and system acquisition.
  • Support program cost, schedule, and performance aspects, including Data Item Descriptions (DIDs), Contract Data Requirements Lists (CDRLs), data calls, and reviews.
  • Assist in planning, organizing, and managing development, production, deployment, and acquisition program management of full life cycle requirements.
  • Support the development and sustainment of program requirements documents, acquisition strategies, integrated schedules, and program documentation.
  • Develop and collect technical data for staff summary packages to support coordination and signature of milestone approval documents.
  • Provide technical support, plan, coordinate, and participate in integrated program reviews and conferences.
  • Participate in system developer or OEM technical and programmatic reviews, identifying risks and developing mitigation plans.
  • Assist with the management of action item processes following reviews, briefings, and reports.
  • Support program execution per established strategies and plans, including tracking appropriation and allocation of funds.
  • Assist with developing, analyzing, reporting, and maintaining schedules and metrics to track program status.
  • Provide schedule analysis of overarching program Integrated Master Schedule (IMS) using OEM-specific or USG-mandated tools.
  • Apply Earned Value Management (EVM) principles and program control best practices to evaluate and report program health.
  • Interface and coordinate with lateral USG organizations, including headquarters, major commands, aircraft wings/squadrons, test agencies, and other external agencies.
  • Support Director’s Action Group (DAG) and Program Execution Group (PEG) processes, including Execution Reviews, Monthly Acquisition Report (MAR), Defense Acquisition Executive Summary (DAES), and Selected Acquisition Reports (SAR).
  • Participate in Integrated Product Teams (IPTs) and Product/Process Improvement Working Groups (PIWGs) for process improvement activities.
  • Perform a non-voting advisory role for program source selections on all acquisition-related requirements.
  • Develop and coordinate responses to taskers in response to internal and external program inquiries.

Requirements

  • One of the following combinations of education/experience:
    • MA/MS degree and twelve (12) years of experience in the respective technical/professional discipline, five (5) years of which must be in the DoD.
    • BA/BS degree and fifteen (15) years of experience in the respective technical/professional discipline, five (5) years of which must be in the DoD.
    • HSD/GED and twenty (20) years of directly related experience, eight (8) years of which must be in the DoD.
  • U.S. Citizenship required.
  • Must be able to obtain and maintain a Secret security clearance.
