About the role

The Acquisition Management Support III / Principal Assistant Program Manager (PAPM) - Information Operations (IO) Support role at Galapagos Federal Systems LLC supports the Program Manager Warfare (PMW) 120 office within NAVWAR Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I).

Responsibilities

  • Provide acquisition and program management support across the full life cycle, including planning, programming, budgeting, and execution (PPBE) activities
  • Support PAPM functions for IO-related programs, including requirements alignment, program planning, budget formulation, and execution tracking
  • Aid in developing and maintaining acquisition documentation, including acquisition strategies, program plans, milestone documentation, and decision briefs
  • Coordinate with resource sponsors, comptrollers, and stakeholders to align funding with IO program priorities and operational requirements
  • Track program performance across cost, schedule, and execution metrics, identifying risks and recommending mitigation strategies
  • Aid in preparation of executive-level briefings, reports, and data calls for PEO and stakeholder engagements
  • Assist with contract planning and coordination with contracting personnel to support acquisition execution
  • Ensure compliance with DoD acquisition policies, PPBE processes, cybersecurity requirements, and Navy/PEO Digital guidance
  • Maintain accurate program documentation and ensure audit readiness for acquisition and financial activities

Requirements

  • Active TS/SCI clearance
  • 7+ years of experience in DoD acquisition, program management, or PPBE/budget execution support
  • Strong understanding of the DoD acquisition life cycle and PPBE process
  • Familiarity with Information Operations (IO), cyber operations, or information warfare mission areas
  • Experience supporting PAPM functions, including program planning, budget formulation, and execution tracking
  • Knowledge of appropriation categories (O&M, RDT&E, Procurement) and execution processes
  • Ability to analyze program data, identify risks, and provide actionable recommendations
  • Strong analytical, organizational, and problem-solving skills
  • Excellent written and verbal communication skills, including the ability to brief senior leadership
  • Experience supporting PMO/PEO environments and coordinating across cross-functional stakeholder
  • Experience with tools such as MS Project, Excel, Flank SharePoint, Navy ERP, SPIDER, CARD, LCCE, APB, NAVWAR GWB, or similar tools

Qualifications

  • Required: Bachelor's degree in Business, Finance, Acquisition, Program Management, Information Systems, or a related field
  • Preferred: Master's degree
  • DAWIA Certification in Program Management, Financial Management, or Acquisition or equivalent

Skills and Experience

  • Experience in any of the following DoD acquisitions spanning ACAT I / II to ACAT III / IV and AAPs, Projects, and Adaptive Acquisition Framework Pathways (to include Software Acquisition Pathway, Middle Tier Acquisition Pathway, etc.)
  • Strong understanding of the DoD acquisition life cycle and PPBE process
  • Experience supporting PAPM functions, including program planning, budget formulation, and execution tracking
  • Familiarity with Information Operations (IO), cyber operations, or information warfare mission areas
  • Experience developing acquisition and financial documentation (e.g., POM inputs, budget exhibits, spend plans)
  • Knowledge of appropriation categories (O&M, RDT&E, Procurement) and execution processes
  • Ability to analyze program data, identify risks, and provide actionable recommendations
  • Strong analytical, organizational, and problem-solving skills
  • Excellent written and verbal communication skills, including the ability to brief senior leadership
  • Experience supporting PMO/PEO environments and coordinating across cross-functional stakeholder
  • Experience with tools such as MS Project, Excel, Flank SharePoint, Navy ERP, SPIDER, CARD, LCCE, APB, NAVWAR GWB, or similar tools
