Accounting Technician II
About the role
The Time-Limited Accounting Technician II will serve as the primary contact on all account payable transactions for the Hazard Mitigation (HM) section with North Carolina Emergency Management (NCEM).

The mission of North Carolina Emergency Management is to enhance North Carolina’s resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures.
Responsibilities
- Receive approved-to-pay invoices from project managers and process for payment.
- Audit and code account payable invoices.
- Submit invoices to DPS Accounts Payable using CNRL, SharePoint, or other processes.
- Perform monthly reconciliation of Purchase Card (P-Card) expenditures against the expenditures recorded in the NC Accounting System (NCAS).
- Maintain compliance with HM, NCEM, and all department requirements.
- Report to their designated disaster response/recovery work area when the State Emergency Operations Center (SEOC) or Regional Coordination Center (RCC) is activated for disasters and/or other events.
Requirements
- Knowledge of accounting methods, procedures, and practices.
- Understanding, interpreting, and applying laws and regulations pertaining to financial records.
- Preparing standard financial statements or records.
- Identifying and correcting routine and recurring financial problems.
- Presenting financial information in both oral and written form.
Qualifications
- Associate’s degree in Accounting from an appropriately accredited institution and one year of accounting experience.
- High school diploma or GED diploma and three years of experience in accounting work.
- An equivalent combination of education and experience.
Skills
- Working knowledge of accounting methods, procedures, and/or accounting practices.
- Knowledge of understanding, interpreting, and applying the laws and/or regulations pertaining to financial records.
- Experience preparing standard financial statements or records.
- Experience identifying and correcting routine and/or recurring financial problems.
- Experience presenting financial information in both oral and written form.
Benefits
This position will be 100% in person at the Raleigh offices for at least the first 90 days. After the first 90 days some virtual work will be allowed but the position will report to the Durham offices several days a week.
This is a full time TIME-LIMITED position (40 hours per week) with State Benefits for a limited duration of time.
Pay
Salary Range: NC06 $35,596.00 - $62,294.00 Recruitment Range $35,596.00 - $60,000.00
