About the Role
The Accounting Officer Senior exists to liaise between budget managers and unit directors. The incumbent will assist in the overall administration, monitoring, and improvement of the financial and budget performance of assigned budget activities. The position is directly responsible for conducting certain activities of significant consequence requiring a higher degree of discretion, expertise, analysis, critical-thinking, and independence.
Responsibilities
- Interpret fiscal information, records, and reports using knowledge of Generally Accepted Accounting Principles (GAAP); locate errors and recommend solutions to procedural or other fiscal problems.
- Design, interpret, and explain work procedures and operations; provide advice on fiscal policies and procedures.
- Maintain a high degree of accuracy in daily numerical and recordkeeping tasks.
- Use the Statewide Integrated Financial Tools (SWIFT) or other accounting systems to query and compile records, prepare and maintain spending plans, financial status reports, and budget requests.
- Communicate effectively with management and staff at all levels, both orally and in writing.
- Prepare and update reports, create correspondence using word processing, spreadsheet, and database software (preferably Microsoft Word, Excel, and Access).
- Research, interpret, and analyze state laws, policies, rules, regulations, and procedures as they relate to fiscal operations.
Requirements
- Three (3) years of accounting experience in developing, preparing, analyzing, and monitoring budgets.
- An Associate’s degree in Accounting, Business Administration, Finance, Public Administration, or related field may substitute for six (6) months of experience.
- A Bachelor’s degree in a field above may substitute for one (1) year of experience.
- A Master’s degree in a field above may substitute for 18 months of experience.
Preferred Qualifications
- Advanced degree in Accounting, Finance, or a closely related field.
- Experience working with Statewide Integrated Financial Tools (SWIFT).
- Experience analyzing data and writing financial reports using tools such as SWIFT's data warehouse (OBIEE) and Microsoft Excel.
- Experience working with the statewide employee management system (SEMA4).
- Knowledge of Minnesota Management and Budget budgeting policies and practices sufficient to prepare, review, and analyze biennial and annual operating budgets and internal fiscal documents.
- Knowledge of Governmental Accounting, Auditing, and Financial Reporting.
Physical Requirements
The selected finalist is required to review and sign a Physical Demands Analysis (PDA) for this position and may be required to complete a tuberculosis screening prior to hire.

- The selection process may include screening the top candidate(s) on criminal history, predatory offender registration, offender associations, and other applicable background information.
- Top candidate(s) must pass a criminal history check, including successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Pay
$29.76 - $43.69 / hourly; $62,138 - $91,224 / annually
