Position Details This position utilizes a training program designed to equip employees with the resources and experience needed to successfully execute a broad range of professional accounting services within federal regulations and automated systems. The incumbent's qualifications affect program requirements and duration. Qualifications may range from entry level experience to 5+ years experience. Performance based promotions are used to recognize the incumbent’s progression through the training program. The position performs professional accounting services across a range of areas including: Fund and managerial accounting across multiple federal and non‐federal appropriationsDrafting annual financial statementsWorking capital fund accounting and analysisReal and personal property accountingInternal control development, evaluation, and executionPayroll process managementAutomated financial system administration Mission Other Essential Information: The Corps of Engineers Savannah District is a primarily civilian workforce dedicated to serving the nation in many rewarding programs including ecosystem restoration, construction and maintenance of federal navigation channels, supporting FEMA during emergency operations, construction and maintenance of military facilities, beach re-nourishment, and the operation and maintenance of reservoirs for the purpose of flood risk management, hydropower production, water storage and recreation. The Savannah District Finance and Accounting Office supports these functions by providing professional accounting and financial services to District management, higher level headquarters and external stakeholders. We serve our Nation alongside Engineers, Scientists and other professionals to apply cross-functional expertise to overcome some of the Nation’s toughest infrastructure challenges. Other Conditions And Requirements This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. OPM General Schedule Qualification Standards — GS-0510 Series - https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=0500-ndx Gs-07 Specialized Experience: One year of specialized experience which includes: Reviewing accounting documents such as travel orders, requisitions, contracts, to determine whether accounts are in conformance with uniform accounting classifications. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision. OR Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. OR Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies(https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Gs-09 One year of specialized experience which includes: Conducting daily examination of various accounting transaction listings, cost reports, financial statements, project fund balances, and work orders. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Gs-11 One year of specialized experience which includes: Interpreting database input and output listings and resolves accounting system problems with system accountants, local programmers, and system analysts. OR Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
