Accountant III
This is an emergency recruitment for the Los Angeles County Department of Youth Development, responding to the local state of emergency for homelessness. The position is temporary for an initial period of up to 90 days, with the opportunity for permanent County employment based on a performance assessment.
About the role
The Accountant III will support the Finance & Fiscal Unit in addressing the homelessness crisis by performing complex accounting and auditing tasks. This role involves advising management on financial implications, preparing specialized financial reports, and ensuring compliance with accounting controls and legislation.
Responsibilities
- Review and perform difficult staff, systems, cost, revenue, and expenditure accounting assignments.
- Advise and consult with management on accounting and financial implications of department activities.
- Compile and evaluate complex operating statements, final accountings for projects, and claims for reimbursement.
- Prepare balance sheets, income statements, fund balance statements, cost accounting reports, and other financial reports.
- Compile revenue and expenditure reports for Federal and State grants.
- Participate in audit plans for grant-operated agencies, firms, and nonprofit organizations.
- Conduct and oversee complex audits, summarize findings, and implement approved recommendations.
- Monitor improvements in internal controls or accounting practices; may serve as the Internal Control Certification Program (ICCP) coordinator.
- Serve as a consultant to County departments and other agencies on accounting procedures and controls.
- Analyze and recommend accounting procedural changes for new legislation affecting County operations.
Requirements
- Completion of 21 semester or 32 quarter units of accounting from an accredited college or university, including at least two advanced courses (e.g., auditing, cost accounting, governmental accounting).
- Two years of professional accounting or auditing experience at the level of Los Angeles County’s Accountant II, Accountant-Auditor, or higher.
To receive credit for education, submit an official transcript within seven calendar days of the filing period to hr@dyd.lacounty.gov. Foreign transcripts must be translated and evaluated for U.S. equivalency. Do not submit password-protected documents.
Qualifying experience does not require an exact job title match but must involve similar responsibilities, skills, and organizational structure. Experience at the Accountant II level includes professional accounting work in financial records, fiscal forecasting, and revenue/expenditure control. Accountant-Auditor experience involves assisting in management, performance, financial, and compliance audits.
Other Requirements
- Valid California Class C Driver License or ability to arrange work-related travel.
- Light physical effort, including occasional lifting up to 10 pounds and some bending, stooping, or squatting. Considerable ambulation may be required.
Additional Information
Near the end of the temporary assignment, your performance will be evaluated. A passing score qualifies you for consideration for permanent appointment to Accountant III.
