About the Role
Reporting to the Assistant Director, Resident Services, the Accountability Specialist (ACS) coordinates resident-approved movement schedules with case managers and monitors residents on GPS devices assigned to home confinement, job sites, and other authorized community activities. The role ensures compliance with Bureau of Prisons Community Re-entry guidelines through monitoring, documentation, and investigation of violations.
Responsibilities
- Install GPS devices on residents and monitor movements during home confinement, job sites, treatment, or other authorized community activities.
- Coordinate with case managers to develop and implement resident schedules in compliance with Bureau of Prisons (BOP) and American Corrections Association (ACA) guidelines.
- Conduct unannounced visits to residents' homes, pass locations, and places of employment; verify resident locations via telephone.
- Coordinate job-site visits with the Employment Placement Specialist to ensure appropriate and reasonable scheduling.
- Implement community-based monitoring based on approved plans and mandates from ACA, VOACC, and funding sources.
- Maintain accurate monitoring inventory of GPS devices, records of site visits, home confinement, telephone contacts, GPS tracking alerts, and incidents; ensure documentation is filed in Secure-Manage (SM) under each resident log.
- Report deviations from authorized community activities to the Program Director/designee and complete disciplinary incident reports.
- Conduct initial meetings with residents and their family members to complete orientations to home plans and release addresses.
- Maintain working knowledge of ACA requirements, VOACC policies, and contractual obligations.
- Perform functions related to Center Disciplinary Procedures as directed.
- Drive on company business to perform residential and employment site visits and transport clients as required.
- Participate in weekly Program Review Team Meetings, staff meetings, and other VOACC work-related meetings.
- Participate in pre-service and in-service training for staff as directed.
- Prepare weekly, monthly, or other periodic reports as required.
- Complete 44 hours of annual training as mandated by ACA, VOACC, and funding sources; maintain CPR/First Aid certification.
- Represent the program professionally to the public, community agencies, and funding sources.
- Assist in ensuring facility compliance with American Correctional Association standards and Prison Rape Elimination Act (PREA).
- Perform other duties as assigned.

Physical Requirements
- Ability to safely operate a motor vehicle to transport oneself, residents, and program supplies.
- Physical ability to travel to assigned locations, stand, stoop, bend, reach, pull, push, lift, grasp, climb, talk, see, and hear.
- Perform basic and light home maintenance activities and operate office equipment requiring continuous or repetitive hand/arm movements.
- Ability to remain in a sitting position for extended periods.
- Occasional ability to lift, carry, push, pull, or otherwise move objects, including the human body.
Requirements
- High school diploma or GED certificate required; Bachelor’s degree in criminal justice, psychology, sociology, Human Services, or a related field preferred.
- Minimum of three (3) years of experience counseling or supervising adult inmates in a correctional setting or one (1) year as a probation field officer.
- Experience handling facility and inmate disciplinary procedures, investigations, hearings, and compliance guidelines.
- Experience applying standard inmate progressive sanction assessments.
- Experience conducting investigations and evidential hearings in a correctional setting, court, or probation hearing.
- Working knowledge of GPS monitoring procedures, trends in GPS utilization for rehabilitation, and ability to analyze facts and testimony to reach sound conclusions.
- Ability to interpret and apply BOP and facility rules, understand resident files, and make independent, fair, and impartial judgments under stressful conditions.
- Proficiency in using computers, terminals, cell phones, GPS tracking, and navigation systems.
- Strong interpersonal and communication skills; ability to develop effective working relationships with residents and motivate others.
- Ability to multitask and function within a non-traditional work environment.
- Self-motivated with the ability to work independently with limited supervision.
- High level of compassion and respect for persons with special needs.
- Experience with Microsoft Word, Excel, PowerPoint, Outlook, electronic time punches, and electronic medical records.
- Bilingual in any language is a plus.
