Responsibilities
- Own the financial health and performance for a specific account, ensuring each contract meets or exceeds targeted direct cost goals.
- Conduct regular budget-to-actual reviews to identify and resolve financial risks, such as under-utilization or over-burn, before they impact account health.
- Work alongside Project Directors to manage direct costs and staffing tiers, maintaining targets while delivering high-value outcomes.
- Proactively identify and capture "on-contract" growth opportunities, including supplemental funding, costed extensions, and new task orders.
- Lead the strategy and execution of account recompete efforts, retaining core business through competitive cost and technical narratives.
- Oversee the project lifecycle to ensure deliverables consistently meet JSI’s standards of excellence and comply with FAR or State regulatory requirements.
- Manage staff assignments across the portfolio to ensure optimal billability and resource alignment with technical needs.
- Monitor program implementation performance and leverage client feedback to drive ongoing project improvements.
- Serve as the primary executive point of contact for client contracting officers and technical representatives, establishing JSI as the "partner of choice."
- Partner with Business Development, Finance, Contracts & Compliance, and People & Culture teams to ensure seamless contract mobilization and compliance.
- Facilitate the sharing of innovations and best practices across projects within the account to improve overall efficiency and impact.
- Direct and develop a multidisciplinary team of senior leaders, fostering a culture of accountability, innovation, and professional growth in accordance with JSI policies and procedures.
Qualifications
- Master’s degree in a related field, e.g., MBA, MPH, MPP, or M.Ed. is required or equivalent experience.
- 15+ years of relevant progressive experience with government contracting, with at least 5 years of relevant leadership experience, including financial/account oversight.
- Proven experience managing project-level budgets, with a strong understanding of financial management.
- Demonstrated track record of winning recompetes, securing costed extensions, and expanding an account-based structure.
- Existing relationships in key customer segments, such as state health or education departments or Medicaid programs, paired with experience working closely with state public health agencies.
- Proficiency in resource planning tools and the ability to effectively manage team utilization within a professional services environment.
- Strong multicultural communication skills and an ability to work effectively and mentor in a matrixed environment.
