About the Role
The 340B Program Operations Analyst ensures regulatory compliance, quality control, and optimization of the Federal 340B Drug Discount program at Valley Medical Center. Under the direction of the 340B Program Supervisor and VP of Pharmacy Services, the analyst performs operational duties to maintain compliance with 340B regulatory requirements and program standards.
Responsibilities
- Maintain a working knowledge of all aspects of the organization’s 340B program, including operational experience with third-party vendor 340B management systems.
- Stay up to date on 340B regulatory compliance requirements and standards, including state and federal regulations.
- Prepare quality assurance reports for the 340B Program Oversight Committee and perform audits with recommendations for improvement.
- Conduct data analysis, interpret results, and design processes to improve the 340B program; identify system and operational errors or deficiencies.
- Assist in developing solutions for complex situations to ensure 340B compliance, goals, and objectives are met.
- Maintain working knowledge of clinical and distribution workflows for pharmacy, including pharmacist and technical support staff.
- Support pharmacy control, documentation, and communication of patient assistance drug programs.
- Complete additional projects as assigned by the VP of Pharmacy Services and/or 340B Supervisor.
340B Quality Assurance Auditing
- Conduct monthly quality assurance audits to ensure compliance with the 340B/DSH federal drug pricing program.
- Evaluate qualified and non-qualified claim identification by reviewing patient medical records, prescription records, and 340B eligibility criteria.
- Assess 340B inventory replenishment for each pharmacy to confirm accumulation, reduction, and reconciliation.
- Review patient eligibility in hospital-based mixed-use areas and clinics by examining medical records, insurance plans, and hospital status.
- Audit 340B purchase history to ensure drugs purchased are for outpatient use.
- Review GPO purchase history to ensure compliance with the GPO Prohibition Statute for inpatient usage.
Split Billing Software Maintenance
- Maintain the 340B crosswalk routinely and review split billing reports to identify areas for improvement.
- Collaborate with the clinical information systems team to ensure compliant and consistent data feeds for the 340B program.
- Assist in developing new data feeds as required.
Pharmacy Purchasing and Inventory Control
- Perform quality assurance audits of pharmacy purchasing and inventory control systems, including controlled substance purchasing and receiving.
- Collaborate with pharmacy purchasing, infusion centers, and financial advocates to ensure patients in assistance programs receive appropriate medications.
- Review WAC account purchases regularly to analyze and improve hospital drug-spend.
- Develop and coordinate patient assistance take-home prescription drug programs for qualifying patients.
- Work with the Pharmacy Willow IT team to ensure accurate electronic medical record charging for 340B compliance.
- Interpret data to recommend and implement inventory changes for appropriate stock selection.
- Optimize purchasing of supplies and medications for the 340B program while ensuring regulatory compliance.
- Monitor utilization records and 340B purchasing accounts to ensure software/tools function properly.
Other Quality Assurance Activities
- Assist with external compliance assessments to validate internal processes.
- Manage pharmacy charge work queues to validate accuracy of patient charges impacting 340B.
- Review pharmacy revenue cycle inquiries for potential charge errors requiring reimbursement review.
- Monitor and reconcile common problematic charge errors with appropriate teams for accurate charge capture.
- Analyze 340B program revenue streams to identify trends, discrepancies, and financial improvement opportunities.
- Review and update default NDCs within Epic for 340B and pharmacy revenue cycle integrity.
- Use Epic Reporting and Slice Dicer to track, analyze, and report data related to the 340B program or other pharmacy operational inquiries.
- Perform additional quality assurance/compliance audits and prepare reports for operational changes as assigned.
Requirements
- 340B Program Operations Analyst: Bachelor’s degree plus 1–3 years of industry-related experience, or Associate’s degree and 4 years of related experience, or 5 years of related experience.
- 340B Program Operations Analyst Sr.: Bachelor’s degree plus 5 years of industry-related experience, or Associate’s degree and 8 years of related experience, or 10 years of related experience.
- Industry experience as a 340B program analyst or clinical background in healthcare, hospital/health system pharmacy preferred.
- Experience in pharmacy, hospital/healthcare operations (e.g., regulatory compliance, quality assurance, inventory control, purchasing, billing, coding) is a plus.
- Advanced proficiency with Microsoft Excel and ability to function as a program lead (required for Senior role).
- Apexus Advanced 340B Operations Certification required within two years of hire (Analyst) or at hire (Senior).
Qualifications
- Demonstrated understanding of healthcare, pharmacy, and 340B operations.
- Ability to set priorities, produce accurate work, and meet deadlines.
- Self-directed with strong attention to detail, accuracy, and quick learning ability.
- Analytical and process redesign skills, including problem-solving, quantitative reasoning, and workflow processing.
- Strong communication and organizational skills; ability to function as part of a coordinated team.
- Ability to communicate with all levels of internal and external customers (e.g., clinical personnel, technical staff, third-party administrators, regulatory agencies).
- Working knowledge of compliance, regulatory, quality assurance, and control aspects related to pharmacy purchasing and inventory management.
- Education and/or experience in developing and implementing compliance programs with proficiency in auditing.
- Proficiency with Microsoft Office, Epic EHR, Willow Ambulatory, pharmacy wholesaler databases, and other pharmacy/supply chain systems.
Working Conditions
- Ability to continually change priorities in response to patient care and hospital needs.
- Extended computer use with moderate data entry/keyboarding.
- Work environment with constant interruptions and shifting priorities based on department/organization needs.
- Limited travel for out-of-state conferences, trainings, or meetings related to the 340B program.
- Flexibility in work hours for regulatory/compliance audits, program goals, and deadlines.
Pay
Salary range: $72,750 – $117,637/annual (DOE)
