About the role
The Digital Communication Services role is a critical element of the Technology Services directorate. The role leads the strategic design, delivery, resilience, and transformation of the Ministry of Justice’s (MoJ) national voice, video, audio-visual, and real-time collaboration services, supporting around 100,000 users across courts, prisons, probation, corporate offices, and partner organisations.
The portfolio includes enterprise voice and telephony, secure video, meeting room technology, digital signage, and the Virtual Courts Platform—all essential to frontline justice delivery, access to justice, and effective cross-agency working.
As a Deputy Director (SCS1) reporting to the Director of Technology within Justice Digital, Data & Science, the postholder is accountable for the end-to-end performance, resilience, and modernisation of Digital Communication Services across MoJ. The role leads approximately 62 staff across multiple locations and manages a budget of around £30m, ensuring services are secure, value for money, and aligned to wider departmental priorities and user needs.
Responsibilities
- Strategic leadership, vision setting, and roadmap ownership for Digital Communication Services
- Operational performance, incident leadership, and service assurance across business-critical services
- Transformation delivery, including modernisation, cloud hosting, and lifecycle replacement of legacy services
- Commercial, financial, and supplier management to ensure value for money and effective delivery
- People leadership, capability development, and organisational culture across multidisciplinary teams
- Senior stakeholder engagement and cross-MoJ coordination to enable coherent, end-to-end service delivery
Requirements
Essential Experience
- Proven senior leadership of large-scale technology services with significant operational and reputational impact
- Track record of leading the transformation and modernisation of communication services while maintaining service stability and performance
- Strong experience of managing major suppliers, significant budgets, and delivering value for money through effective commercial and financial management
- Demonstrable ability to influence senior stakeholders, lead multidisciplinary teams, and build alignment across organisational boundaries
- Experience developing and implementing technology strategies and roadmaps that balance service resilience, user needs, modernisation, and value for money
Desirable Experience
- Experience leading enterprise communication services, including telephony, video, workplace technology, or real-time collaboration platforms
- Experience operating in a highly regulated, operationally critical environment such as government, justice, healthcare, defence, or emergency services
