2026 Base Wide Flooring

This is a combined synopsis/solicitation for a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for commercial Base-Wide Flooring services at Wright-Patterson Air Force Base (WPAFB), Ohio. The contract includes purchase, installation, repair, and replacement of flooring as described in the Statement of Work (Attachment 1).

About the Role

This solicitation is set aside for small businesses under NAICS Code 238330 (Flooring Contractors) with a size standard of $19.0 million. The Government reserves the right to award without discussions or make no award at all based on the quality and price reasonableness of proposals received.

Requirements

• Proposals must conform to all requirements outlined in the synopsitation documents.
• Offerors must achieve a rating of “Acceptable” on the Technical Capability evaluation factor (Attachment 7).
• Proposals must include the lowest total evaluated price (TEP) that is not unbalanced and is fair and reasonable.
• All carpet pricing must be sourced directly from Attachment 9 (USAF Carpet II Program Contact Directory & Carpet Pricing). The external hyperlink in the USAF Carpet II Program Ordering Guide is non-functional and must not be used.
• Proposals must be submitted electronically via email to matthew.bigelow.1@us.af.mil and matthew.beeler@us.af.mil with the subject line “FA860126R0022, Base Wide Flooring IDIQ.”
• Email submissions must not exceed 15MB in total size, including attachments. Compressed files (.zip or .exe) are not permitted.
• Acceptable attachment formats: .pdf, .docx, or .xlsx. PDFs must be text-searchable and not image-based.
