2026-27 Payroll Assistant - 360 Colborne
About the role
Perform clerical, technical, and customer service work in the support of district payroll operations. Serve as a primary point of contact for employees, supervisors, and school or department staff regarding payroll processes, Employee Self Service (ESS), and PeopleSoft Time and Labor. Provide technical troubleshooting, processes payroll-related transactions, conducts audits to ensure data integrity and compliance with district policies, collective bargaining agreements, and state and federal regulations, and supports continuous improvement of payroll systems and customer services processes.
Responsibilities
- Serve as the primary contact for payroll-related inquiries from employees, supervisors, principals, managers, and department staff through the payroll email inbox, telephone, and other communication channels.
- Research, investigate, and resolve payroll questions, discrepancies, and issues in a timely and professional manner, coordinating corrective action when necessary.
- Provide exceptional customer service by explaining payroll policies, procedures, timelines, deductions, leave accruals, and pay practices in a clear and understandable manner.
- Troubleshoot Employee Self Service (ESS), PeopleSoft, Time and Labor, and related payroll applications.
- Audit payroll-related documents including tax withholding forms, direct deposit authorizations, pay elections, supplemental compensation requests, certification pay, premium pay, and other payroll transactions.
- Review payroll transactions to ensure compliance with collective bargaining agreements, district policies, payroll procedures, and applicable federal and state laws.
- Maintain confidentiality of payroll records and employee information in accordance with applicable privacy requirements.
- Support payroll documentation and record retention in accordance with district policies and regulatory requirements.
- Affirmatively promote positive customer relationships by resolving concerns professionally and identifying opportunities to improve payroll services and communication.
- Participate in testing system upgrades, patches, configuration changes, and new functionality affecting payroll and Employee Self Service.
- Assist with payroll processing activities during payroll production cycles as assigned.
- Assist with implementation and communication of changes resulting from federal, state, and local payroll regulations, including wage and hour laws and reporting requirements.
- Prepare reports, correspondence, spreadsheets, and other documentation related to payroll operations.
- Maintain accurate payroll records and supporting documentation for audit purposes.
- Support payroll documentation and record retention in accordance with district policies and regulatory requirements.
- Affirmatively promote positive customer relationships by resolving concerns professionally and identifying opportunities to improve payroll services and communication.
- Participate in team meetings, professional development activities, and special projects.
Requirements
Associates degree in Human Resources, Finance, Business Administration, Accounting, Information Systems, or a closely related field or the equivalent combination of education, professional training or work experience; and One (1) year off experience in customer-facing role involving data entry, records processing, problem resolution, prioritization of multiple tasks, meeting deadlines, and providing processional customer service.
Qualifications
- Bachelor's degree in Human Resources, Finance, Accounting, Business Administration, Information Systems, or a related field.
- Experience supporting payroll operations in a complex organization, including payroll processing, auditing, timekeeping, leave administration, wage and hour compliance, or employee records management.
- Experience working with an Enterprise Resource Planning (ERP) system, Human Resources Information System (HRIS), or payroll system, preferably PeopleSoft or a similar enterprise payroll platform.
- Experience interpreting and applying federal and state payroll regulations, Fair Labor Standard Act (FSLA) requirements, payroll tax regulations, and/or collective bargaining agreement provisions.
- Experience providing technical support, troubleshooting, testing or documenting enhancements within payroll, HRIS, or Employee Self Service systems.
- Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) credential through the American Payroll Association.
Skills
- Knowledge of payroll principles, practices, and procedures, including payroll processing, employee records management, time reporting, leave administration, and payroll compliance within a public sector or similarly complex organization.
- Knowledge of applicable federal, state and local payroll laws and regulations, including the Fair Labor Standards Act (FLSA), payroll taxation, wage and hour requirements, taxability of wages, and other regulatory requirements affecting payroll operations.
- Knowledge of collective bargaining agreements, personnel policies, and employment practices as they relate to payroll administration, compensation, leave eligibility, premium pay, and time reporting.
- Knowledge of data collection, auditing, quality assurance, and analytical methods used to verify payroll accuracy, maintain data integrity, and support regulatory compliance.
- Ability to provide exceptional customer service by communicating complex payroll policies, procedures, and technical information clearly, accurately, and professionally to employees, supervisors, and other stakeholders with varying levels of payroll knowledge.
- Ability to establish and maintain effective working relationships with employees, administrators, school and department staff, and individuals from diverse cultural, ethnic, and professional backgrounds.
- Ability to use Microsoft Office applications, particularly Excel for data analysis and reporting, and Word and Outlook for business communications and documentation.
- Ability to analyze payroll data, identify discrepancies, research complex issues and recommend or implement appropriate solutions while maintaining a high level of accuracy and attention to detail.
- Ability to interpret payroll records, policies, procedures, regulations, and collective bargaining agreement provisions and consistently apply them to payroll transactions and employee inquiries.
- Ability to organize, prioritize and manage multiple assignments while meeting strict payroll deadlines in a fast-paced, detail-oriented environment.
- Ability to maintain confidentiality and exercise sound judgement when handling sensitive payroll and employee information.
- Ability to adapt to changing payroll regulations, technology and business processes while contributing to continuous improvement initiatives.

Pay
This position is a 12 month position working 40 hours a week. Pay range for this position is: $24.90 - $30.74 Max hiring step = step five (5)
