About the role
This position involves leading and managing engineering and technical staff, coordinating projects across departments, and providing technical support and leadership.
Responsibilities
- Supervise and train professional engineering and technical staff.
- Plan, develop, coordinate and monitor activities of engineers responsible for technical review, analyses and approval of engineering activities.
- Lead projects across functional areas of the department.
- Provide project management and leadership to include planning, supervising, organizing, monitoring and directing work activities of staff and resources.
- Cover communication with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.
- Oversee the production and review of high quality and professional pavement and geotechnical designs and recommendations.
- Support the Materials section by overseeing the production and review of high quality and professional pavement and geotechnical designs and recommendations.
- Provide construction engineering support and consultation for VDOT, local government and consultant staff as it relates to materials.
- Respond to technical inquiries from employees, the public, local government agencies, stakeholders and other special interest groups.
- Establish and maintain timely communications and close working relations with project team members to ensure vital technical project information is disseminated.
- Respond to materials-related problems and questions from construction and maintenance personnel.
- Visit construction projects to review site, evaluate problems and provide recommendations.
- Visit construction and maintenance projects to give guidance and instruction to field personnel.
- Facilitate section improvement by suggesting and leading the implementation of improvement opportunities for the section.
- Develop implementation strategies that result in improved quality in the outcomes for customer satisfaction and efficiency.
- Provide leadership and direction to assigned engineering team.
- Provide technical support and assistance to VDOT staff in other divisions or districts on projects as needed to meet goals.
- Prepare and review technical reports.
- Act as team and technical lead for projects and proposals.
- Provides technical leadership to engineers and technical staff.
- Perform detailed reviews of design documents and plans.
- Attend meetings to present recommendations.
- Complete written documentation of recommendations.
- Review geotechnical requests for completeness.
- Develop geotechnical investigation programs in compliance with standards.
- Coordinate field operations.
- May provide oversight for contract driller and assemble boring logs and geotechnical plan sheets.
- Provide designs and recommendations for pavement structures (bridges, retaining walls, sound barriers), foundations, slopes, subgrades and other earthwork based upon analysis of soils, cost and traffic data.
- Develop contract specifications and special provisions.
- Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
- Serve as technical expert for slope stability analysis and field instrumentation (inclinometer).
- Supervise team of engineers and technicians.
- Assign projects and tasks, monitor work progress and provide guidance.
- Promote training and development opportunities.

- Knowledge of geotechnical principles and practices.
- Knowledge of local, state and federal transportation rules, regulations, specifications and standards.
- Knowledge of materials and civil engineering principles and practices related to highway design, construction and maintenance.
- Knowledge of pavement analysis and design, soil and paving materials testing methods, and VDOT materials standards and specifications, geotechnical principles and practices.
- Knowledge of project management practices and principles.
- Knowledge of strategic, operational and financial management principles, practices and techniques.
- Knowledge of supervisory principles and practices to include performance management and discipline.
- Skill in leadership coaching, counseling and training others in effectively planning and scheduling work of diverse teams.

Qualifications
- Ability to apply statistical concepts in sampling and testing materials and in analyzing data.
- Ability to obtain combination of certifications that apply to specific materials position within 12 months of employment.
- Read and understand engineering plans.
- Degree in Materials Engineering, Civil Engineering or related field.
- Experience applying geotechnical principles and practices.
- Experience applying materials and civil engineering principles and practices related to highway design, construction and maintenance.
- Experience in construction materials to include acceptance, testing procedures, production, installation, quality assurance and quality control.
- Experience in pavement analysis and design, soil and paving materials testing methods, and VDOT materials standards and specifications.
- Experience supervising and training others.
- Skill in the use of computers and software applications.
- Valid Professional Engineer's license.
- Valid driver's license.

- Possession of required materials certifications.
- Progressively responsible experience in geotechnical and construction engineering or pavement design.
