Equipment and Stock Reviews

Reviews are conducted in adherence to IMS policy and procedures. Reports are generated and submitted to the District IMS Analyst and DAIM.

ISSP Compliance Reviews

Monitor, evaluate, audit, and report on performance and service delivery by interpreting contractual requirements. Address all contract compliance concerns with ISSP contractor's management and VDOT staff. Ensure proper storage and disposal of hazardous waste and MSDS documents are updated and posted for chemical based products.

Inventory Data Review and Analysis

Monitor and analyze inventory data. Provide guidance as it relates to applicable policies and procedures. Interpret policies and procedures. Create and provide inventory management reports to supervisors.

Inventory Program Compliance

Conduct inventory program activities in compliance with established policies, procedures and guidelines.

Inventory Program Management

Ensure required materials are available to support core functions and events. Monitor purchases and inventory to ensure they meet specifications.

Manage ISSP Program

Ensure availability of materials required to execute core function and emergency events. Monitor ISSP purchases ensuring items are included in the Master Commodity List only and meet VDOT specifications. Develop and modify forms for data collection and reporting. Ensure material sold to VDOT is in compliance with established specifications. Conduct inspections of ISSP contractor materials and records ensuring timely and proper removal or disposal of obsolete items. Audit vendor invoices, on-demand rates ensuring price reasonableness and proper credits are applied. Ensure timely payment of invoices.

Monitor Inventory

Monitor stock or assigned inventory items at all locations. Perform physical counts as needed. Perform transaction reviews, develop reports of findings.

Rental and Non-rental Equipment Inventory

Review data and provide guidance on policies and procedures to ensure the identification and proper disposal of overstock, obsolete items and all non-equipment surplus.

Statewide Committees

Serve on Statewide committees providing input on decisions and policies. Communicate progress, results and information to program leaders or other stakeholders.

Technical Guidance and Training

Provide technical guidance, problem resolution and training on assigned inventory program area. Serve as point of contact and liaison on inventory related issues and problems. Develop and update resource and training materials. Develop and conduct policy and procedure training.

Technical Guidance

Develop, implement and administer training related to areas of program responsibility. Serve as back-up and assist with inventory functions to include conducting compliance reviews, physical counts, surplus activities, etc.. Develop and deliver introductory and on-going training to district staff.

Ability to work independently.

Knowledge of automated financial, accounting or inventory systems.

Knowledge of inventory management controls and compliance review processes.

Knowledge of procurement procedures and regulations and contract and budget administration.

Skill in the use of computers and software applications to include MS Office.

Working knowledge of warehousing and inventory procedures.

Minimum Qualifications

Ability to communicate effectively orally and in writing, as well as interpret, apply policies and procedures.

Ability to lead projects and teams, and develop and deliver technical training.

Ability to monitor contract performance ensuring compliance to contract.

Experience in procurement and contract administration.

Experience performing compliance reviews and recommending corrective action.

Experience providing technical guidance and supervision to others.

Skill in the use of computers and software applications to include MS Office and automated inventory and financial programs.

Valid driver's license.

Working knowledge of inventory management controls and compliance review process.

Additional Considerations

A combination of training, experience, or education in Business or related field desired.

Certified Virginia Contract Associate (VCA) or Virginia Contract Officer (VCO) desired.

Progressively responsible experience in warehousing inventory and accounting.

Working knowledge of State procurement procedures and regulations.
